The urban observatory is a “specialized center” that takes the form of a specialized technical department established at the core of the organizational structure of the city administration. This technical department collects and analyzes data, statistics and information in the various fields of urban development, operates and processes them in line with the requirements of measurement, comparison, publication, preservation and retrieval of the areas of city development in order to work on improving the living conditions of the city’s residents.
That is, this technical unit transforms information into a set of indicators that help decision-makers responsible for urban development in setting policies and drawing plans that achieve the development goals of the city and its residents, whether urban, economic, social or environmental development, that is, comprehensive and sustainable urban development. The urban observatory is a good tool in the hands of decision-makers, as it can, through the indicators it produces, determine the extent of improvement or deterioration in the city’s conditions on a regular basis, and compare, whether over time or between the city and other cities that are going through the same stage of development or have the same number of residents.
